Abstract of Speech by Parampoojya Sarasanghachalak Mananiya Mohanji Bhagwat


The path breaking work of RSS is to organise the ‘Hindu Society' was launched on this very date (27 September) eighty four years back. It is needless to emphasise that organising the ‘Hindu Society’ is an imperative national duty. It is immaterial whether one uses or not the word ‘Hindu’ or ‘Hindutva’, deep inside the core of every ‘Hindustani’ heart this feeling do exist in either a dormant state or in conscious but unrevealed form or in an expressed form and knowingly or unwittingly it gets manifested instinctively as the ‘Truth’ that always stands out. The word ‘Hindu’ does not symbolise any particular way of worship, language, province, creed or religion. Actually it signifies an ancient culture, a way of life that has come down to us through ages. It is a way of life that believes in every one living together in harmony by respecting and accepting all religions, sects, languages, provinces, and parties. ‘Hindutva’ is this ancient culture of Bharat that teaches us a method of connecting and accommodating every one. Even the Supreme Court of India has emphasised on this meaning of ‘Hindutva’. This is the only ‘philosophy’ and ‘culture’ that inspires us to comprehend the inherent unity in the apparent diversity and motivates us to take together everybody in harmony to make this planet a paradise of peace, prosperity and happiness.

Today the world is in dire need of this view and way of life. The experiments based on ‘reductionist’ and ‘exclusivist’ approach have failed. If the basic view point is flawed, though the purpose being noble and efforts genuine, the outcome will not be as desired. That is why the thinkers and visionary leaders around the globe are looking forward with high hopes towards ‘Bharat’ for its integral and holistic vision. The ‘Bharat’ that is capable of successfully dispensing its divine responsibility to the world of imparting ‘Dharma’ that beholds the balance and harmony in His creation and the ‘Bharat’ that will educate the world by its own living example is the necessity of today’s world. However looking at our present situation, our psyche and our policies, our abilities and speed to raise our nation to the pedestal of ‘Vishwaguru’ is questionable.

When common people think (beyond there routine livelihood issues) about our country, the first issue that worries there mind is that of national security. We are well aquainted with the behavior and ultimate motives of Pakistan and China towards us. Bangladesh has also been creating problems for us. USA still continues to play its double game openly as well as clandestinely to protect its self interest in the Asian sub-continent. Earnest attempts are going on to bring countries like Nepal, Myanmar and Srilanka under there fold. Our parliament has resolved to bring back every inch of our land in Ladakh, Sikkim and Arunachal Pradesh occupied by China during its aggression in 1962. China has almost cordoned Bharat by creating its influence in the neighbouring countries surrounding us. Though frequent wars and border infringements imposed on us after the independence have made us some what less complacent regarding our defense preparedness, we are still less prepared for any potential war as compared to that of China and it is necessary to make more potent arrangement to secure our borders. Immediate and severe steps need to be taken to curb continuous infiltration into our land from our porous borders and the infiltrators, already inside our land, should be weeded out without delay following the policy of detect, delete and deport. As regards international diplomacy we have failed to take steps towards the realisation of the clearly defined long term goals of our country. We have not yet formulated any such vision, and that is why, in spite of having been betrayed once by China and repeatedly by Pakistan increasing incidences remind us of the absolute naiveté’, immaturity, carelessness and lack of foresight of our political establishment. Far from taking more initiative and active part to befriend all the south Asian nations and leading an ambitious plan in the international politics towards providing a transparent, honest and supportive leadership to not only the third world countries but to the whole world, it seems that we have to be contended if we can even understand and frustrate the covert machinations of foreign powers on our own soil.


Years have elapsed since a national opinion was expressed by a unanimously passed resolution in the parliament that “The only problem remaining now is to liberate the POK and integrate it with the inseparable Indian state of Jammu and Kashmir”. But the problems are increasingly being made knotty and we are missing opportunities. Instead of strengthening the indivisible and integrated national voice awakened by the Amaranth movement, the counter policies of the state government and administration are being supported. The fact that the legitimate rights of the people of Jammu and Ladakh are acquired not by the governments at centre or state but only by resolve, efforts and unity of people is not a healthy state of affairs. The patriotic forces in the Kashmir valley need to be strengthened. In view of this an arrangement for the return of displaced Hindus be mandated. This will help to restore the demographic balance of the valley. Merely chimerical proclaimations of a favourable environment for return are not adequate. The legitimate demand of the Kashmiri Hindus for permanent and honorable return to their home land as patriotic citizens of Bharat and followers of Hindutva- well equipped to defend themselves and pledged by the government- needs to be fulfilled immediately. In the mean while those who are forced to live a displaced life in our own country on account of there Bharatbhakti and adherence to Hindutva should be informed about the various relief policies and schemes available for them. Besides this, they should always be taken into confidence regarding all talks and discussions about the valley.

The antinational elements are having a field time in the north-east. Inspite of the various court decrees and confirmatory reports of the intelligence agencies there is no evidence of a tough policy adopted to curb the infiltration of Bangala Deshis in either the north-east or rest of the country. How much more humiliation and damage in terms of life, property and prestige do we need to suffer before realising the cost of neglecting national interest under the influence of vote bank politics? The terrorists, separatists, foreign funded, proselytizing forces which we responsible for the recent bloody inhuman massacre to create enmity amongst the brotherly Jemi Naga and Dimasa tribes of north Kachar region, gain shelter from vote mongers.

The government has irrefutable information that joint association of ISI and many different foreign mercenary agencies, in tandem with antinational elements is not only behind the so called home grown Maoist extremism in the interior regions of the country and the Jehadi terror but is also active in fomenting the terrorism on both sides of the border. But there is no evidence any where, except probably in speeches and declarations, of any policy having been put in place to immediately and effectively counter the menace. It is therefore urgently required to implement well thought out plans to provide for a ‘five pronged’ approach as brought out below:

1. Elimination of terrorist activities through simultaneous tough action by the government and administration.
2. Strengthening the security forces- modernisation and empowerment.
3. Capability enhancement of intelligence gathering and intelligence agencies.
4. Cover the entire population through extensive training and awareness programs on security of the individual and the society.
5. Early deliverance of society from unemployment, exploitation and corruption.

The fifth one relates to the issue of development. Bharat is also one of the countries in the world that can attain fast development and become economic super power. Every one is aware of the metal displayed by our industrialists, agriculturists, scientists and skilled workers. However, where the western model and methods of development have taken the west is evident by the discussions of western thinkers themselves. From the sate of ‘industrialise or perish’ they have reached to a state of ‘industrialise and perish’. We must learn and save ourselves from their mistakes. We shall have to devise a Bharat-specific concept, goals and road map of development based on our integral, holistic, human centric view of life. Bharat is still an agrarian country. What share of budget is spent on agriculture? 60% of the farmers cultivate on semi-irrigated or non- irrigated land. How many facilities such as subsidies are available for them? Majority of the farmers are either small or medium sized land owners. How many schemes are devised for them? Why does farmer, who feed the world, is compelled to commit suicide? All the studies conclude that agriculture has become expensive. Mixed farming along with ‘Gopalan’ and ‘Gosamvardhan’ has become near extinct. Prices of agricultural produce are not decided on the basis of cost of production. The government and bank loans trap the farmers in a manner worse than old Sahukar system. Urban centric development has deprived us of security available in integral family system. We need to change the concept and path of development. We will have to come out of the vicious circle of discriminatory policies of World Trade Organisation. We have to renounce the policies that needlessly invite multinational seed companies and endanger our food grain safety. Agriculture technology that renders fertile agricultural land into unproductive one must be done away with. We should save cultivable lands from SEZ or save ourselves from SEZ itself. Our traditional agricultural techniques have proved true to the test of modern science and are brought into practice in many countries. Nourishing and medicinal properties of cow-based agriculture and cow-based products have already been proved. We must invent and propogate technology that is contemporary, appropriate and at the same time based on our traditional knowledge.

Education must be self awakening that would boost self esteem and self confidence. Education should be governed by our own people. Commercialisation of education has made education exorbitant and hollow. Education that would unite the nation and connect us with the nation is completely missing from the texts and rather it is doing the reverse. The defense, economy and education policies that are centered to National-Self can only help emerge our nation an eternally affluent nation. But this concept of National-Self must be elaborated and clearly stated in lucid manner. However the political leaders who should care for this are nourishing on the vote bank politics and are instead found to be counteracting. They are not expected to proliferate divisions on the basis of languages and provinces in the lure of votes. Our political leaders are supposed to set healthy examples like the commendable initiative of Karnataka Chief Minister who together with Tamil Nadu Chief Minister planned to erect statues of a great saint and Tamil poet Tiruvalluvar in Bangalore and that of a great saint and Kannad poet Sarvajnya in Chennai.

For the political leaders to accomplish this, the need to revolutionise our election system that will create a proper democratic set up is felt by one and all. This expectation has been clearly voiced in the three day discussion during parliamentary session that was held on the completion of 50 years of independence. The same sentiments were also clearly expressed on many other occasions. We should act upon them. National-Self, righteousness and culture are well protected in the actions and the behaviour of the society. The leaders are expected to exhibit behaviour and adopt policies that will protect and nourish unity, fellow feeling, harmony and self esteem in the society.

The basic nature of Hindu society is tolerant because ‘Hindutva’ accepts everybody and opposes none. However the culture that teaches ultimate inclusiveness, non violence and love, its deities and traditions are assaulted and chastised by monotheists and fanatics. Efforts are on to fragment and weaken Hindu society - which shields national and humanitarian values - by way of guile, deceit, force and enticement. Political leaders who are part of the government dare to chastise ‘Hindutva’ and ‘Hindu society” just out of their greed for votes and do not hesitate to play into the hands of antinational forces. Our politics, politicians and political system should not play with the identity, security and integrity of our nation. They should not become mere witnesses to antinational forces and need to be honest and sensitive to the needs and miseries of the last person in the society.

However in a democracy, an organised society that eventually emulates the sagacious powers will have to take the onus of this job. Hence it is necessary to awaken patriotism, honesty, discipline and unity in every heart. It is necessary for every individual to be alert and active round the clock for the sake of nation. Sangha has developed this technique in the form of ‘shakha’. This is the only way to triumph over the present situation and to triumph over the situation is our desire, requirement of the world and the prerequisite for existence of Bharat. On the occasion of today’s festival of the triumph of humanity and divinity over demonic forces, let us have a resolve to follow this path.

In his first visit to Bangalore as Sarsanghachalak, Shri. Mohanji Bhagwat addressed a public meeting at Palace grounds in Bangalore. It was attended by 15000 Swayamsevaks along with 25,000 citizens of Bangalore. Illustrating the RSS view point on various issues, he also cleared many misinterpretations about Sangh. Following is the gist of his speech.

It is the tradition of RSS that the new RSS Sarasanghachalak after assuming office visits all parts of the country to meet the Swayamsevaks. My Bangalore visit this time has been planned in this way. Those who do not understand the sangh’s tradition speculate and incorrectly interpret our activities. For example, some sections of media are saying that I have come here to give advice to some specific persons of a particular political party.

This happens because of lack of understanding about Sangh. If someone tries to understand the Sangh from outside or from a distance then these types of misunderstandings are quite possible. For example, we have just seen physical exercises demonstrated by Swayamsevaks, so one can assume that Sangh is a gymnasium, we play Kabaddi also and some good national kabaddi players are from Sangh; so one can assume that Sangh is the practice ground for Kabaddi, we saw Ghosh (band) demonstration was a nice song sung by Swavamsevak so one can easily assume that it is a national musical school, when we do flag hosting people think that Sangh is a political party with this flag as a party symbol and so on….

Sangh’s name is very well known but awareness is not much about its work. Sangh is special, there is no parallel work like Sangh that’s why we say – sky is only one, sea is only one, Ram-Ravan battle was only one of its kind, there is no parallel to these. RSS is a unique organization. RSS can be best understood only through experience, For example if someone tries to explain the taste of sugar, he can write a book, explain the chemical composition, but to really know the taste of sugar one has to simply take a spoon of sugar and eat it, that’s the most easiest way of understanding the taste – experience the taste. The experience of Sangh will happen only after coming inside the Sangh. There is no hidden program in Sangh, everything happens in open ground and anyone can join and anyone can leave at anytime.

Sangh work is progressing, sangh’s volunteers are working towards Sangh’s growth, however now it is important for country and world to understand the Sangh. Today, I will try to provide a brief introduction of Sangh to understand it from outside.

Sangh work is not based on reaction, it is devotional

First specialty of Sangh is, it does not oppose anyone. Once in a press conference one journalist asked a question to second RSS chief Guruji – “In my village, there are no Muslims or Christians. Do you feel Sangh is required in my village?” Guruji’s said “even if there is no Muslim and Christian in the whole world still sangh work is a must”. Sangh has not started as a reaction to something. Sangh is working towards an organized society and it is a devotional work. Organized Hindu society is not only the need of this country, but that of the whole world.

Now Sangh work is very big, there is huge support from the society. There is no real opposition to Sangh, some people oppose just to showcase themselves. Sangh Swavayamsevaks with the blessings from the society are running more than one lakh fifty thousand social service projects. Sangh work runs optimally with guru-dakshina. Nothing remains at the end of the year. So there is no accumulated corpus of funds. As we have sufficient resources, there are no worries about sustaining our activities.

Why Sangh work is important for world

In Jabalpur, just before attending a public function, I saw few scenes of a movie “11th hour”. It was not a conventional movie. Representative of each country was presenting his/her thoughts on environmental issues, preventive mechanisms to be adopted. They were suitable changes in our life style.

After industrialization man has become greedy. We are exploiting nature and have adopted unsustainable destructive lifestyle. The only solution which can save this world from this situation is to adopt a life style which is sustainable. The Hindu way of life is the only such life style. Our values teach us to lead a harmonious life with nature and our surroundings.

Unity in diversity

Many people in this world think that same language, appearance, economic situation or God is a prerequisite for unity. Those who become powerful will start imposing unity based on one or several of these things. Differences are not tolerated and are leading to fights. This is the biggest challenge that we are facing today.

Hindus naturally perceive unity in diversity. They don’t nurture unjustifiable ambitions of dominating the whole world. They don’t see world as a market. A Hindu does not consider language, religion or God as barriers for unity. There is unity in diversity – its not tolerance, but acceptance. Our thinking is “Vasudhaiv Kutumbakam” and today, world needs this concept. Whole world is looking at Bharat which has the capability to provide the balance between man-society-nature.

Today’s situation of Bharat

Even after so many years of independence our national boundaries are not safe – there is a big question mark on national security. In west, we have Pakistan whose very existence is to oppose Bharat. In north, we have China, who says we are friends, but claims states (Arunanchal Pradesh) which are integral part of Bharat. China has dual face. We have experienced this in 1962. Bangladesh is sending huge numbers of infiltrators into Assam and West Bengal. Nepal has become the hub to export fake Indian currency, illegal arms and ammunitions to Bharat. Mumbai attacks were carried out by terrorists who came from Sea.

So called Naxalite issue in our society is actually sponsored by China and ISI. Our own people say that problem is due to exploitation of common man by government machinery. Today, we see tough talks by government but it is not getting converted into tough actions. Administration is not clear what should be done. Political system is exploiting Naxal issue for vote bank politics. No one is looking the issue from the angle of national interest.

In society, there is no harmony. In Maharashtra Vidhansabha one can take oath in English but he/she can not take oath in Hindi. There may be some problems of employment in Maharashtra, but is it more important than national integration?

Recently, first time after independence Karnataka and Tamilnadu government has done a great job towards national integration by installing the Tiruvallivar’s statue in Bangalore and Sarvagya statue at Chennai. Most of our politicians are behaving like British – divide and rule. And there is no change.

Current economic development is incomplete and unbalanced. We have economic growth but farmers are committing suicide; this economic model is not suited for our country. The model should be decided by the resources, aspiration of people, social psychology and social-strength. Everywhere there is disappointment. But Sangh Swayamsevaks are not disappointed.

Dr Hedgewar and other great leaders of that time and all Sangh’s karyakarta even today believe that, only by building the character of the common man all the good work for the nation can be accomplished.

In our country the only thought which respects diversity is Hindu thought and therefore we say Hindusthan is Hindu Rashtra. In this country all are Hindus - forefathers of Muslims and Christians were also Hindus.

Our ancestors, culture and nation are same. Some people say proudly that they are Hindu, some says with little bit of hesitation that they are Hindu , some know they are Hindu , some do not know that they are Hindu . To unite this country there is only one way – Hindu way. Whenever there was influence of Hinduism, nation was prosperous and whenever there was lack of Hindu feelings nation suffered and we paid a huge price. Even today, wherever there is lack of Hindu feelings or Hindu population we have multiple problems in that area of nation.

We need to create an organized-society. First we should organize those who are recognized by the constitution as Hindus, so that society can stand on its own. This will not happen with speeches.

Persons with good character solve multiple problems that we are facing. In RSS Shakhas we create people with good character. For a happier world, India should become prosperous. India can prosper when our organization becomes stronger. Our organization is growing. But we need to match the pace of the changing times. In this context, we need support from all of you. Then only Bharat will become vishwaguru.

Sachar Committee – Conspiracy to Divide the Nation

This timely book explores the controversial high level Sachar Committee report, part of the array of unwarranted sops to Muslim votebanks by Sonia Gandhi and Manmohan Singh’s UPA government. In 2005, the Government of India constituted a committee to report on the social, economic and educational status of the Muslim community in India. It was a seven member committee headed by Justice Rajindar Sachar. Popularly the committee is known as Sachar committee. It presented its report to the government in twenty months.
The fantastic nature of the SCR is that it is totally committed to a communal agenda, while seeking sanction in a secular democratic republic. This irreconcilable position has been justified on vague claims of imaginary discriminations faced by the Muslim community and a series of statistical sophistry. It was high time the communal agenda of the committee was exposed, and this book is a step in that direction. The book is bilingual, with 7 essays in English and 5 in Hindi.
Dr Rakesh Sinha in his masterly introductory essay, probes the philosophical background of the Sachar committee. According to Sachar, religion divides the nation into communal segments with separate personal laws, separate social philosophies and separate economics. This profoundly communal outlook not only misinterprets secularism but renders it a slave to minority fundamentalism! As Sinha explains, “no definition of secularism is possible without geo-cultural context and reference to historical tradition….Islam’s strict adherence to fundamentals and defined human behavior from religious beliefs to sex to financial dealings, gender relationships, and system of justice discouraged any discourse to interpret it in the context of modernity, scientific temperament and values generated in other socio-religious communities. The general will of the Islamic society reflect a totalitarian attitude” In contrast Hinduism adheres to the pluralistic quest for truth. Multiculturalism or respect for diversities is rooted in its historical and genealogical evolution. Hinduism has treated all other religion and philosophies as complimentary in the spiritual journey of mankind. Sinha laments that the Western discourse on secularism was uncritically implanted in the Indian discourse.
The foundation of the Sachar Committee makes the Indian state susceptible to the long standing charge of the Hindu right, that the Indian state has for the past six decades been pursuing policies which promote segmentisation of society. Gender justice has been consistently denied to Muslim women in order to maintain and mobilize Muslim votebanks. Unfortunately, apart from very few exceptions, most of the Muslim intellectuals are keen to promote a communal agenda for their community. Sinha considers Mushirul Hasan and Zoya Hasan to represent the progressive line but adds they eventually fall in line with advocates of the Muslim right.
Sinha points out that the constitution of India does not define the term minority in the religious context, and thereby the appointment of the Sachar committee itself was against the spirit of the constitution. The composition of the committee itself speaks volumes of its character – it was completed dominated by Muslims. Sinha’s careful scrutiny of the Sachar papers revealed that one member of the committee Dr Rakesh Basant actually aired his misgivings to Rajinder Sachar; “If you look at the allocation of work, it is completely lopsided. Several of us are assigned that are a very small part of the Terms Of Reference [e.g. mine], some of us have tasks that have not been mentioned in the TOR (e.g. Saiyed Hamid)”
Dr Sinha further makes the disturbing revelation that during his study of the Sachar papers he found that Saiyed Hamid, Abusaleh Shariff and some others worked on subjects which had no direct or indirect relationship with the terms and references of the committee, all with the explicit permission of the chairman Rajinder Sachar.
The hidden agenda of the committee is aimed at dereserving SC/ST communities where there is a considerable Muslim population. Saiyid Hamid in an email to Justice Sachar writes “A large number of parliamentary and assembly constituencies with substantial Muslim population have been reserved under the category of SC and ST. Consequently the representation of the Muslims in the legislatures has been adversely affected. The reserved status of all these constituencies which has proved detrimental to minority interests needs to be withdrawn before next LS elections so that justice is restored to the Muslim across the country” The tale of another member Zafar Mahmood resonates similarly with a strong communal bias. Are these members retributive reincarnations of the Muslim league raised to realize a second Indian partition, incidentally the very danger Sardar Patel had warned against in his address in the constituent assembly? Ironically, most Muslim members of the constituent assembly like Tajamul Hussain, B H Zaidi, Begum Aisan Rasad had overcome the pernicious philosophy of the Muslim League and in one voice denounced the idea of communal reservation in independent, secular India.
Naturally, repeated parallels have been drawn between the Hunter committee report and the SCR. The Hunter committee report had established the foundation for a separate Muslim homeland which the Muslim League itself emulated through the 1938 Pirpur committee report. Incredibly, a supposedly secular Congress party which was at the receiving end of the Muslim league’s communal machinations seems to have itself succumbed to the seduction of the Muslim vote!
To chart a case for Muslim backwardness, the SCR is keen to discover institutional discrimination but having failed to discover any evidence for the same, resorts to appealing to the authority of bazaar myths like “every bearded man is considered an ISI agent!” Strangely, Justice Sachar ignored the counter parallels against the majority community which are routinely reiterated in the fatwas of the Mullahs. The Fatawa – Rizvia resting on the authority of the Quran considers the Hindus to be the most debased creatures of all creation. (See, World of Fatwas, Arun Shourie, 1995, ASA)
The SCR similarly abounds in statistical data which has been meticulously manipulated, quoted out of context and rhetorically interplayed to arrive at a scenario which apparently reduces Muslims to the status of the most deprived sections of SC/STs and other MBCs; all in the great cause of rendering Muslims fraudulently eligible for benefits of affirmative action and reservation.
R K Ohri in his essay “Convoluted findings of the Sachar committee” understands “The Committee took recourse to a peculiar methodology of selectively picking and choosing for consideration only those representations which suited its politico-communal agenda.” Such suspicions were further accentuated by the complaint of Dr Rakesh Vasant, a member of the SCR that “A large number of data analysis that is being done is of data that many members have never analyzed before and do not have any idea what is and what is not possible” Substantiating his claims, Ohri relies on the research of Prof Sanjay Kumar which concluded that “there is hardly any difference among the level of educational attainment among Hindus and Muslims” Secondly, contrary to the common belief that Muslims are poorer compared to Hindus, the NES Survey (National Election Study Survey) indicates hardly any different in the level of economic prosperity among people from the two communities. Finally, “at the national level, the proportion of those who would fall in very poor class, is more among Hindus compared to the Muslims”
The NFHS-2 survey reveals some more uncomfortable facts. The Infant Mortality Rate and Child Mortality Rate for Hindus is 77 and 107 respectively, while for Muslims it is as low as 59 and 83!
According to the Census of 2001, the Muslim woman gives birth to at least 1 more child than a Hindu. In the past decades, Muslim population growth in India has been 174% compared to national average of 114%. While, Hindu Total Fertility Rate has fallen below the replacement level in several states including Kerala, Muslim growth rate remains steadfast! The bogus viewpoint that poverty is responsible for the increased Muslim growth rate is belied by the fact that Muslims outshine SC/ST economic indicators and unlike the latter have far more healthy infants and children. Moreover, Muslim women are least likely to choose contraception for birth control because of their religious sensitivities and not availability as claimed by Justice Sachar.

The fundamentalist agenda of Sachar is made most obvious by this alarming anti-national statement “Since the growth of the Muslim population has been above average, and is likely to remain so for some more time, the question often asked is whether, and if so, when will the Muslim population become the largest group? The counter position is that – how does it matter which population is the largest". In other words, the Indian Muslim will not be satisfied until it transforms it self into the majority community and converts India into Dar ul Islam! Sachar may have been well advised to point a single country in the world except Turkey which remains secular despite a dominant Muslim population!
The SCR also attempts to efface the real reasons for lower per capita income amongst Muslims which is obviously their large family size and pathetic Muslim women workforce even in rural India.

As Sinha reasons “The committee had completely ignored the social resistance within the community which does not allow Muslims to integrate into the mainstream. The committee’s non seriousness about the Muslim’s social question could be understood by the fact that it blamed the state and Hindus for the backwardness of the Muslim women, when there are many studies by Muslims scholars which revealed the (obvious) fact that Muslim women are victims of the rigid Islamic laws applied by the Muslim families. For instance, Sameena Khan reported that “Many middle class families do not allow Muslim girls access to higher education and work outside their mohalla. It is considered inappropriate to the community’s ‘izzat’ Even the Muslim women of the slum feels entrapped by the community’s strictures. Eventually, they are compelled to pursue ‘home based but low paying work like tailoring, or working at piece rate basis'" But Sachar does not dare venture into the politically incorrect solutions for liberating the Muslim woman from both ‘burqah’ and ‘baccha.’
The preference of the Muslim for the madarsa and matlabs has been sidelined. Instead, the SCR has recommended downgrading the minimum qualification requirements for ITIs and similar institutions. It has also demanded that madarsa schoolchildren bred on 10th century syllabi (including geocentric theories of the universe) be given direct admission to secondary school, and Madarsa certificates be considered equivalent of matriculation. 6 Justice Sachar sheds copious tears on the under-representation of Muslims in the UPSC but by his own yardstick, how does it matter which community dominates the services. The implicit insinuation is that a Hindu is bound to discriminate against a Muslim!
J K Bajaj in his essay proves that Muslims in India are a resurgent community, possessing a greater survival advantage [lower morality, higher fertility] Their educational status has considerably improved ever since independence and contrary to SCR’s allegation, they have almost equal access to bank credit. Through a series of facts and figures Bajaj debunks Sachar’s notion that there is religious discrimination while selection of candidates for the UPSC. Of course, Sachar had deliberately ignored those Muslims like R Kidwai(1973-79) and J.M Quraishi(1998-2001) who became chairmen of the UPSC while there have been as many as ten who became members of the commission. They have uniformly rejected the theory of discrimination in promotion directed only against Muslims…The Muslim members of the UPSC largely supported the theory of Muslim education lag. 7
The prejudice and institutional discrimination against Hindus is the final fallout of the SCR. The UPA government has decided that 90 districts of the country having concentration of Muslims will be offered precedence over others. 1868 crore rupees worth of scholarships will be distributed to students from all Muslim families whose annual is < 2.50 Lakh while for a Hindu there will be no such scheme even if their annual income is < 1 lakh! One can sympathize with the view of one author that “the intention of the government is to promote ‘exclusive growth’ of the Muslim community in the garb of minority welfare” Vijay Patel argues forcibly that by implementing the 15 point programme and provisions made in 11th 5 year plan, the diversion of the Hindu tax payer’s money exclusively for the Muslims in the continuing process of Islamic appeasement is a mockery of constitutional provisions which emphatically guarantees freedom from discrimination on basis of religion, caste, sex and region!
The modus operandi of the Sachar committee has been to treat the Muslims as another caste and fraudulently contrasting them against some relatively well off Hindu OBCs. Legitimization of reservation for Muslims is their ultimate goal in all sectors including the private sector and the army despite no Muslim being capable of passing the test of ‘historical burden of circumstances’ 8. Purujit Saiyed, in a very balanced article defends the decision of the Army not to disclose the religious composition of the institution. That the committee had the gall to say that the army made 'unnecessary fuss about this on grounds of regimental spirit and cohesion.' is unpardonable since regimental spirit and cohesion -- are the very soul of any army. 9 In the politics of opportunism, Sachar has forgotten that a man, who cannot sacrifice his beard for the nation, is never going to sacrifice his life for the same!
Overall, this is an important work to make every Indian aware of the egregious perversions of the Sachar Committee Report and how it threatens the very unity and integrity of the Indian nation. The only think jarring in this excellent book are the numerous typographical errors and the lack of an index .

जय श्री राम ........... | आदरणीय मित्रो,वैसे तो आप के साथ होने वाली प्रत्येक चर्चा महत्त्वपूर्ण ही होती है,मगर जो चर्चा हम आज करने जा रहे हैं;उस से आप की 'भारतीय' होने की गर्वीली भावना आसमान छू लेगी | यूँ तो वैश्विक समुदाय को 'भारत की देन' की बात करें तो बहुत लम्बी सूची बन जाएगी,मगर यहाँ ग़ैर-इतिहास-प्रिय और ग़ैर-साहित्यिक लोगों के लिए इतना ही पर्याप्त होगा कि वे मनोज कुमार जी की फ़िल्म 'पूरब और पश्चिम' के लिए स्व.इन्दीवर का लिखा गीत " जब ज़ीरो दिया मेरे भारत ने ......... " सुन लें | इस सहज,सरल और हृदयंगम होने वाले फ़िल्मी गीत की भारत-गौरव-गाथा के आगे बड़े-बड़े कवियों की जटिल कविताएँ पानी भरती हैं |

तो क्यों न हो जाए यह गीत ---

" जब ज़ीरो दिया मेरे भारत ने,

दुनिया को तब गिनती आयी,

तारों की भाषा भारत ने,

दुनिया को पहले सिखलायी,

हमारी विभिन्न श्रेष्ठ उपलब्धियों को 'मिथक मात्र' कह कर खारिज कर देने वाले ही अब इन के आगे नतमस्तक हो रहे हैं | हमारा पुष्पक विमान हो या फिर राम सेतु,ये सब आज विश्व भर के सामने हमारी श्रेष्ठता के झंडाबरदार हैं | हालांकि हमारी तथाकथित 'सेक्यूलर' सरकार ने तो अदालत में यह हलफ़नामा भी दे दिया था कि (भगवान) राम के होने का कोई प्रमाण नहीं है | ये लोग तो कल को यह हलफ़नामा भी दे सकते हैं कि इन के अपने बाप के होने का भी प्रमाण नहीं है | मित्रो, यदि यहाँ हमारी भाषा कुछ कड़वी हो गयी है तो हमें क्षमा करें | भगवान राम के बारे में ऐसा कहने वालों को हम जन्म-जन्मान्तर क्षमा नहीं कर सकते,क्यों कि हमारे जीवन का तो आधार ही यह है कि " जो न हमारे राम का,वो न हमारे काम का " |

मित्रो,बात आज से लगभग साधे छब्बीस साल पहले की है | 24 नवम्बर,1983 के 'नवभारत टाइम्स' की एक कटिंग है | यह बिहार के गया जिले से सम्बन्धित है | इस में पिछले दिन यानि 23 नवम्बर,1983 का समाचार है | यह इस प्रकार है---" गया,23 नवम्बर | जिले के आमस प्रखंड में खंडवा पहाड़ी की खुदाई के के दौरान सूर्य मंदिर,तलब,प्राचीन प्रस्तर मूर्तियों के अवशेष तथा तीन सिक्के बरामद हुए हैं | इस मंदिर में सात घोड़ों पर सवार सूर्य की मूर्ति,काले पत्थर का शिवलिंग,गणेश,कार्ति और बुद्ध की मूर्ति मिली है | खुदाई के दौरान शिवलिंग अलग हो गया था,जिस में से एक सिक्का निकला | इस सिक्के में एक तरफ़ राम,लक्ष्मण,भरत,शत्रुघ्न,सीता और हनुमान के चित्र हैं तथा दूसरी तरफ़ राम वन-गमन का दृश्य अंकित है | इस के अतिरिक्त बरामद दो अन्य सिक्के लगभग 50 हज़ार वर्ष पुराने हैं | पुरातत्त्व के जानकर लोगों के अनुसार ये सिक्के अत्यंत ही महत्त्वपूर्ण हैं और इस से पुरातत्त्व के क्षेत्र में नया मोड़ आ सकता है | (हनुमान सन) एक सिक्के में देवनागरी लिपि में 'राजा राम,सीता,लक्ष्मण की जय' अंकित है | बीच में हनुमान का चित्र है तथा नीचे लिखा है 'हनुमान सन 47340' | इस से स्पष्ट होता है कि लगभग पाँच हज़ार वर्षों का सांस्कृतिक इतिहास इस सिक्के में सन्निहित है | "

क्या आप में से किसी ने 'हनुमान सन' का नाम पहले कभी सुना है ? नहीं न | आज अगर किसी सिक्के पर यह लिखा है ---'ईस्वी सन 2009';इस का मतलब यह हुआ कि जब वह सिक्का बना तब उस सन का 2009 वाँ वर्ष चल रहा था | अब आप ख़ुद ही सोचिए कि यदि 'उस' सिक्के पर 'हनुमान सन 47340, लिखा है तो इस का अर्थ यही हुआ न कि जब यह सिक्का बना,तब इस नाम के सन का 47340 वाँ वर्ष चल रहा था | अब इन 47340 वर्षों में बाद के सारे वर्ष जोड़ कर देखा जाएगा तो पता चलेगा कि इस सिक्के की सभ्यता को कुल कितने वर्ष हो चुके हैं ? इस आधार पर हमारी सतयुगकालीन सभ्यता के वर्षों की प्रमाणिकता सिद्ध की जा सकती है, और ऐसा आज नहीं तो कल हो ही जाएगा | तब उन लोगों को तगड़ा सबक मिल जाएगा,जिन्हें हमारे गर्व के कारकों को ले कर नाक-भौं सिकोड़ने की बीमारी है | प्रभु श्री राम की कृपा से हमारा भारतवर्ष फिर से 'जगद्गुरु' होगा | मगर यह कितने दुःख और क्षोभ की बात है कि प्रभु श्री राम की इस पावन जन्म -भूमि पर उन्हीं का मंदिर नहीं बन पा रहा है |

आदरणीय मित्रो,एक बात और | इस आलेख के साथ हम उस अख़बार की इस कटिंग की कॉपी भी दे रहे हैं | इस कटिंग पर वहाँ मिले राम-वन-गमन वाले सिक्के की ज़िरोक्स भी है,जो कि बहुत धुंधली होने के कारण आप शायद देख न पाएँ | यह हमारा सौभाग्य है कि यह सिक्का हम ने देखा है | इस कटिंग पर सिक्के की यह जो ज़िरोक्स आप देख रहे हैं,यह हम ने ख़ुद करवायी थी |

बहुत जल्दी हम आप की सेवा में एक ऐसे व्यक्तित्व का विश्लेषण ले कर उपस्थित होंगे,जिस ने करोड़ों लोगों के जीवन को नया अर्थ दिया है | आप और हम इस विभूति के बारे में बात कर धन्य हो जाएँगे | आज के लिए बस इतना ही | ........ अब आज के आनंद की जय | ............ जय श्री राम |
